In this course we analysed the theoretical concepts underlying the origin and evolution of the Portuguese municipalities, since the foundation of nationality to present time. In the study we try to understand the birth of local elites and oligarchies that amounted to municipal governance, as well as the relations established with the central power. Will still be analysed the functions and powers of the municipal bodies established on the basis of each specific time.

• Identification of major issues related to the origin and evolution of the municipalities in Portugal;

• Understanding of the facts and of the historical processes involved in the study themes;

• Capacity for analysis, interpretation and synthesis of data, in particular the texts, graphic and cartographic material;

• Competency to establish relations among the contentes study throughout the school semester.

1. Historical contextualization of the problematic;

2. Origins and definition of municipalities: the different theses;

3. The granting of “Foral” laws: are these the actual genesis of a municipality?;

4. The organic, power, and effectiveness  of municipalities;

5. The organs of municipal management: skills and performance;

6.Relations with the central government.

E-learning

Continuous assessment is privileged: 2 digital written documents (e-folios) during the semester (40%) and a final digital test, Global e-folio (e-folio G) at the end of the semester (60%). In due time, students can alternatively choose to perform one final exam (100%).

Students are required to have access to a computer with Internet connection and an e-mail address as well as to have computer literacy from the users' perspective.
